This report focuses on dam building on the Mekong River in Southeast Asia. The text’s authors conclude that 1) construction delays will negatively impact Laos’ ability to export hydropower, which is its main economic development priority, and 2) it is not too late to create a region-wide strategy that would optimize the inescapable tradeoffs between energy production, food security, ecological sustainability and other demands.
