This paper presents an analysis of the history and dynamics of the 2003 Aceh peace process through a survey of the origins and progress of the negotiations, the roles of key actors, the achievements gained and problems encountered, and the fundamental divisions that ultimately led to the breakdown of the peace process. The study aims to uncover the reasons for the failure and to draw lessons learned for policymakers, analysts and others.
