This paper provides an extensive analysis of Indonesian security operations in the province of Aceh since Indonesia gained independence in August 1945. The study examines the historical conditions that gave rise to (and those policies that have sustained) resentment and fueled the separatist movement in the region. The report concludes that as long as the Indonesian government emphasizes a military approach in its Aceh policy, it will be difficult for it to achieve its political objective of curbing separatist aspirations.
