This briefing examines the Serbian Constitution, which was passed in the 28-29 October 2006 referendum. It suggests that the main purpose of the constitution was to demonstrate Serbian hostility to Kosovo independence. Given that the referendum provides for increased centralization of the state, curtailed human and minority rights, destruction of judicial independence and potentially a parliamentary dictatorship, the briefing warns that Serbia is moving away from Western values and European integration.
