This paper discusses the outcomes of the Uruguay and Doha international trade negotiations. It proposes to establish a policy forum that should be a locust for discussion of basic issues – such as the definition of domestic policy space - to be safeguarded in the international system or the relationship between trade, growth and poverty in developing countries. Further, it suggests to work with the Trade Policy Review Mechanism (TPRM) created at the Uruguay Round to enhance the effectiveness of the domestic policy process and transparency of trade policy and negotiations.
