This report examines terrorist activity in 2005 and reviews the direction and effectiveness of US and international counterterrorism efforts. After introducing a strategic assessment, an overview of terrorist safe heavens and measures to build international will and capacity to counter terrorism, the report provides a country-by-country overview of terrorist incidents and developments. The report concludes that the struggle against terrorism is still in the first phase of a potentially long war and that the enemy will remain resilient for years to come.
