This report summarizes the conclusions of the 12th Partnership for Peace (PfP) International Research Seminar on security and defense reform in Central and Southeastern Europe. According to the participants at the seminar, security reform is a multidimensional process requiring the involvement of a variety of actors, military and non-military, governmental and non-governmental. The seminar report defines the democratic control over armed forces as a key objective of security sector reform. The report also stresses the importance of enhancing professionalism in defense and security reforms. To achieve this, the report suggests aiming at high quality instead of large force design.
