This seminar report summarizes the contributions made to the fifth Mediterranean Dialogue Workshop, held in Rome in October 2002. Included in the report are summaries of discussion topics such as the training of civilian and military elites, the motivation behind terrorism in the Arab-Israeli conflict, and global anti-terrorist strategies as well as the judicial regulation of the war against terrorism.
