This report discusses the development and the changing role of NATO. It argues that restoring the bond between NATO's mission and the particular interests of its members is the most important challenge for the alliance. The authors suggest that, on the one hand, NATO has to review the way the current political context affects traditional functions of the alliance, such as NATO primacy in Euro-Atlantic security. On the other hand, operational, strategic and institutional limits of NATO activity have to be reconsidered, such as NATO enlargement and global partnerships.
