The paper discusses ways to bring peace to the border region between Afghanistan and Pakistan. The authors argue that while the Durand Line Agreement is no longer considered a contentious issue between Afghanistan and Pakistan, the continued existence of political discontent between the various sub-national interest groups continues to usurp the rule of law and undermines the effectiveness of border management controls. The paper concludes that the failure to address the root causes - and not just the effects - of historical discontent in the region must remain the central tenet of a state to sub-state reconciliation and peace process.
