This issue paper assesses the progress made in developing a common European asylum policy. The paper highlights the work which still needs to be done, and warns that both effective implementation and political commitment are essential to the process. While the two authors differ over what impact the measures already agreed upon have had on the ground, they agree that the development of a pan-European approach is a real step forward.
