This paper analyzes the European Security and Defence Policy (ESDP) capacity building process in both the civilian and military sectors. The author argues that civilian capacity building is harder than military capacity building, and states that the EU's civilian rapid reaction capacity is considerably smaller and less integrated than generally assumed. The paper states that the gap between expectations and actual capability of EU rapid reaction forces could seriously damage the EU's reputation as a global leader in civilian crisis management.
