This issue of the Russian Analytical Digest discusses Russia's chairmanship of the Council of Europe (CoE) during 2006. The authors detail the general history of collaboration between Russia and the CoE and reflect upon Russia's record in chairing the Council of Europe. Additionally, the issue also examines the dynamics of local politics in St. Petersburg.
