This bulletin focuses on the 2005 Biennial Meeting of States at which the countries report on the implementation of the 2001 UN Program of Action on small arms (PoA). It points to the states' recognition of the link between small arms and development and the aim to converge the priorities of the two fields. The bulletin further examines opportunities in small arms control and discusses priorities for the 2006 Review Conference and beyond. It concludes by providing news in brief on arms control.
