This report is the summary of a survey of the US Federal Bureau of Investigation (FBI) personnel who were questioned whether they observed aggressive mistreatment, interrogations or interview techniques of the detainees in Guantanamo Bay in 2004. The responses by the FBI personnel culminated in a request by the FBI to conduct a special inquiry and a report of the incidents identified.
