This study asks whether EU policies, such as those on security of supply, energy efficiency or support to new energy technologies, sufficiently take into account benefits in a dynamic perspective or whether these policies suffer from an excessive focus on short-term costs as part of the new focus on the Lisbon Agenda to regain competitiveness. This exploratory study sets out to integrate, from a societal perspective, long-term impacts of climate policy measures in the cost-benefit analysis. This is done on the basis of a literature review, combined with calculations. The numerical application of the proposed analytical framework focuses on ten technical measures in three different sectors: energy and industry, transport and buildings.
