This publication discusses the results of the peace- and democracy-building efforts in Bosnia and Herzegovina. It offers a brief overview of the war and the Dayton Peace Agreement. The author argues that the country came close to the concept of "institutionalization before liberalization" in its peacebuilding effort. This concept included: elections only under ripe conditions; creating effective institutions by international administration; establishing an election system that makes moderation pay; banning radical political parties and organizations; support for moderate political parties and civil society organizations; and control of hate speech.
