This report analyzes the chances and challenges for Georgia's further development after the 2003 "Rose Revolution" in the face of diversity, conflict and state failure. It analyzes three core functions of the state: security, legitimacy/rule of law and welfare - with a focus on their relevance to democratic consolidation in order to reveal what state failures may consists of (excluding secession conflicts). The author advocates strengthening institution- and capacity-building and promoting good governance.
