This report assesses the US president's policy toward the Israeli-Palestinian conflict. It states that its ends are laudable but the means envisioned are questionable. The paper outlines elements of George W Bush’s plan and identifies several related issues. Subsequently, it reviews possible alternatives to the US policy, identifies elements of a comprehensive settlement, and outlines likely responses to a new comprehensive settlement initiative. The paper argues that the only way to proceed is for the key international players to put on the table clear and comprehensive blueprints for a permanent agreement and to press for their acceptance.
