This report presents proposals for the content of both a bilateral agreement between Israelis and Palestinians and an associated multilateral agreement whose signatories would be the core international players and key regional states. The paper outlines elements of the bilateral and multilateral agreements with a focus on territory, security, Jerusalem, refugees and water. The paper argues that the terms of the outlined settlement reflect what both sides can accept as fair, comprehensive and lasting.
