This report asks who is to govern Iraq after the US-led invasion of 2003 and what ought to be the respective roles of the Coalition Provisional Authority, the Interim Governing Council (IGC) and the United Nations. The paper provides an overview of the development of the post-invasion Iraqi political scene, discusses ways to overcome armed resistance and introduces the IGC. Further attention is paid to challenges facing the IGC and the UN’s role in governing Iraq. The paper calls for a rebalanced role of the IGC, including improved representativeness and more real power.
