This report addresses the issue of how and when to develop a new constitution for Iraq after the US-led invasion of 2003. The paper sheds light on the legal and political context and explores potential problems such religion, federalism and the natural resources. Subsequently, the paper suggests ways to move forward and calls for a decoupling of governance and constitution-making. The paper argues that Iraqis are sharply divided over the most fundamental issues relating to their future state and particularly focus on the center-regional distribution of power and the role of religion.
