This briefing analyzes the decentralization process in Macedonia and a referendum regarding territorial re-organization in Macedonia in November 2004. The referendum on redrawing Macedonian municipalities failed. However, it demonstrated that the country is susceptible to nationalist impulses. The paper further outlines necessary political reforms in the context of the nation's decentralization process such as a police reform.
