This briefing paper aims to identify the issues that have contributed to violence in Maluku. It points out the complexity of the conflict cannot be reduced to a confessional one. It argues that military action may provoke more violence, either in Maluku or elsewhere in Indonesia, and that the mass violence can be seen as another manifestation of the chronic crisis facing the Indonesian nation-state.
