This BICC Focus examines the history, implementation and problems of the peace agreement for the Indonesian province of Aceh and presents recommendations for a successful and sustainable implementation of the Helsinki Memorandum of Understanding (MoU). The paper reviews the most important provisions of the MoU, looks at the activity of Aceh Monitoring Mission (AMM) and assesses the population's security situation since the conclusion of the peace agreement. Furthermore, it addresses the re-integration of former combatants as well as the course and results of Aceh's first post-conflict elections.
