This briefing examines the creation of local civilian militias by the government of Nepal. These are known as Rural Volunteer Security Groups and Peace Committees and could signify an escalation of the government's conflict with Maoist rebels. This paper outlines the background of the militia creation and the government's arguments for them. Nevertheless, militias are likely to become an untrained and undisciplined armed force that worsens the conflict in the country.
