This paper discusses the establishment of the East-Timor Tribunal by the United Nations Security Council. The author explains how the tribunal is anything but a model institution and describes its many shortcomings. The paper points out many of the problems that the UN must solve with regards to the East-Timor Tribunal and generally asks whether a minimally credible tribunal is better than none at all.
