This publication discusses how Sri Lanka, after more than 50 years of independence and once a model democracy, has been devastated by war. The author states that this war is much more complex than a Sinhala-Tamil conflict, but that a variety of politicians as well as members of the defense industry and paramilitary groups have used the armed conflict to acquire personal and political profit. The author furthermore argues that the challenge of resolving the conflict and restoring peace, law and order remains in the hands of the civilian political elite of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE).
