This briefing analyzes the political situation in Zimbabwe and its major development problems. It states that President Mugabe has tried to create confusion about the source of Zimbabwe's problems, articulating the central issue as a historic grievance regarding land distribution, with racial roots. However, the opposition articulates the central issue as one of human rights, with the need for constitutional reform, democratic institutions, free elections and rule of law.
