This publication discusses lessons learned from the UN's Transitional Authority in Cambodia (UNTAC) mission to help rebuild the country shattered by years of dictatorship and civil war. The author, who served with UNTAC's information and education section, gives an "on-the-ground" view of the mission's successes and shortcomings, and provides advice for future peacekeeping missions. According to her, most effective missions were the election operation and the radio station, while the least successful missions stemmed from an undisciplined civilian police force, UN bureaucracy, as well as inattention to social problems such as prostitution and HIV/AIDS.
