This paper describes the emerging role of coast guards and coastal navies around the world. The author details how increasingly navies have started concentrating on warfighting capabilities, while existing coast guards have been expanded and some countries even have established coast guards for the first time. The paper explains how the protection of offshore areas and resources through coast guards and other naval forces is a central element of national security for most countries in the Asia-Pacific region and an important consideration in nation-building and governance.
