This paper addresses the debate between nationalist and internationalist Chinese schools over how China should relate to the rest of the world. According to the paper, many Chinese complain that the West ignored abuses under Mao in exchange for China's partnership against the Soviet Union and these complaints encourage Chinese frustrations. The author recommends a US policy of engagement that would promote values the US supports while acknowledging Beijing's concern for stability.
