This publication comprises a report on a conference, held in September 2004 in connection with Norway’s Chairmanship of the Council of Europe, titled The Council of Europe – Politics and Practice. The first day of this seminar focused on discussing the Council of Europe (CoE) from a political perspective. The second day discussed its practice, with a particular emphasis on the role of prison reform in transitional societies.
