This paper discusses Japan's first-ever summit with the Pacific Islands on how to increase self-sufficiency in these aid-dependent nations. The author argues that this Japanese initiative may signal a more assertive leadership role and that this role is welcomed by Western powers, as well as by the Pacific Island governments. The author concludes that achieving the summit's goal depends on a willingness to replace forms of aid that increase dependency with innovating investments.
