This paper describes how regional financial cooperation in East Asia has proceeded with unprecedented intensity. The author explains how such a process has been supported and fueled by China’s shift to a more proactive stance toward regional cooperation. The paper states that the ASEAN Plus Three members are far from demonstrating antagonism toward market-based financial systems, and rather interested in embracing more liberal rules for economic interaction in their creation of regional bond funds and markets.
