This officially issued National Intelligence Estimate discusses the prospects for stability in Iraq. The report assesses the challenges confronting the possible development of security in the country. It states that unless efforts to reverse communal conflict, insurgent violence and political extremism show measurable progress within 12 to 18 months, the overall security situation will continue to decline at significant rates. The report emphasizes the need of strengthened Iraqi Security Forces (ISF) to reduce levels of violence and establish more effective security for the population, combined with political compromise between Iraq's three different fractions.
