This report describes how the success of the US intelligence community depends first and foremost on the quality of the military and civilian members of the workforce. The report details the Director of National Intelligence's official five-year plan for building and improving human capital within the various US intelligence branches. The plan outlines the aim of empowering intelligence employees in a culture of personal, professional and technical leadership by closely synchronizing the work and work-culture of the various different intelligence services.
