This report examines the EU emissions trading scheme (EU ETS) with particular focus on harmonization requirements, consistency of allocation methodologies across member states and transparency of national allocation plans (NAPs). It also looks at unilateral opt-ins for other gases and activities and monitoring, reporting and verification requirements. The report makes concrete, operational recommendations to the EU member states and the European Commission.
