This paper focuses on the development of the ASEAN Regional Forum (ARF) since the end of the Cold War. It discusses the ARF's aim to facilitate constructive dialogue among its members and to resolve regional conflicts. It then analyzes the obstacles the ARF faces when addressing the divergent expectations of its members. The author states that the forum’s failure to respond to regional crises has dulled enthusiasm for the ARF, though many of its critics and supporters alike hope that more substantial and effective actions will be taken in the future.
