This paper focuses on the challenges mounting against the World Trade Organization’s (WTO) agenda of broad-based multilateral trade liberalization. It discusses different approaches such as protectionism, open sectoralism and open sectoral trade agreements. The author states that if widespread trade liberalization and an efficient resource allocation are to be achieved, the WTO must return to multisector, multiproduct negotiations and accept the trade-offs that such an approach would entail.
