This report addresses the stalled peace process in Burundi and explores possible ways for negotiations such as those in Arusha in June 1998. The paper outlines the first round of negotiations in Arusha, including ambiguities in the final declaration and problems of representation. Subsequently, the paper reviews the place of Burundi’s internal partnership in the overall peace process, focusing on conflicting interests and competing partners. Finally, the paper explores changes in the international attitude toward the region and justified expectations with regard to the negotiations.
