This report provides information on the strained relationship between Uganda and Rwanda before the background of continued armed clashes between both countries during the Congolese war. The paper examines the causes of tensions between the former allies and their implications for the Lusaka peace process and assesses the chances for improving the relationship. The paper provides a historical overview, outlines Rwanda's independence from Uganda and discusses both countries' involvement in the war to overthrow Congo's president Kabila. Subsequently, the paper sheds light on attempts to settle the bilateral crisis and outlines possible future developments.
