This report addresses problems and setbacks in Burundi’s peace process six months after the inauguration of the transitional government on 1 November 2001. The paper reviews the protracted process of institution building, the complicated application of the Arusha Accord and the return of international aid. Subsequently, the paper investigates difficulties related to ceasefire negotiations that include the regular army, rebel groups and other political forces. The paper argues that it is vital for the transitional government to implement the Arusha Accord to convince the rebel movements to adhere to it.
