This report addresses the peace negotiations for Sudan in Machakos, Kenya. The paper concentrates on the substance of a possible peace agreement; it first looks at the Machakos Protocol, the motivations of the parties in agreement to it and its political fall-out; then, at possible compromises on the outstanding issues. The paper outlines the implications for all parties involved in the negotiations. The paper argues that the negotiations at Machakos are Sudan’s best chance for peace in two decades.
