This report on Rwanda’s political landscape at the end of a transition period provides a detailed analysis of unsolved political issues and offers a number of suggestions on how to overcome them. The paper primarily focuses on the political process underway but also takes into account the outcome of efforts for justice, reconciliation and reconstruction in Rwanda. The paper concludes that it is not too late to reverse the authoritarian tendency and build a genuinely inclusive and lasting political model that has not existed in Rwanda since its independence.
