This paper addresses the development of Angola in the aftermath of its civil war and the UNITA insurgency. The paper outlines the country’s development in the post-independence period as well as in the aftermath of the civil war. It goes on to discuss the security and humanitarian measures necessary for winning the peace, including the reintegration of former combatants and the landmine legacy. Subsequently, the paper develops strategies for consolidating the peace and argues that real stability is likely to come only when the government redirects more oil money to social services and public investment.
