This report examines the situation in Somalia over 13 years after the collapse of the Siad Barre regime. It states that Somalia remains the only country in the world without a government. It is a classic example of the humanitarian, economic and political repercussions of state collapse, including the governance vacuum that terrorist groups can take advantage of for safe haven and logistical purposes. The report concludes by stating that if peace is to be attainable, the regional Inter-Governmental Authority on Development (IGAD) must end its own internal divisions and come up with a common proposition.
