This report analyzes land policy in South Africa and Zimbabwe and its political and economic context. It describes the foundations and implications of land policy in both countries and makes two propositions: first, the colonial and white rule periods created injustices in the patterns of land use in both countries with blacks suffering displacement; and second, land reform efforts should advance within the rule of law and as part of a broader effort to realize the social and economic potential of the countries concerned.
