This paper argues that cooperation between the EU and India on cyber issues, etc. is being sabotaged by 1) mutual suspicions over each other’s intentions, and 2) the discrepancies that exist between actual policies and official discourse. Given these problems, the text’s author contends that it’s crucial for the EU and India to improve their mutual understanding and cooperation, perhaps through networked diplomacy.
