This paper addresses the main dilemmas posed by cooperation between NATO and non-governmental organizations (NGOs) in the stabilization and reconstruction phase of ground operations. The author explains that although the relationship between military forces and NGOs is a delicate one because of the contrasting priorities involved, it is also a relationship that can produce significant benefits for both parties. The author proposes a three-pronged approach for complementary rather than integrated interaction with NGOs in response to humanitarian crises.
